Introduction
The National Nuclear Regulator is the national authority responsible for the protection of persons, property and the environment against radiation hazards from nuclear installations and actions such as mining and minerals processing.
Job description

To lead a world-class nuclear regulatory authority for the protection of persons and the environment, through the development, implementation, and enforcement of internationally benchmarked nuclear safety standards. The Chief Executive Officer, is appointed by the Minister of Mineral Resources and Energy, and holds office for a period not exceeding 3 years.

Minimum requirements

Qualifications
 
  • Minimum of a Masters Degree in a Scientific discipline, preferably Nuclear Science and/or Engineering. A PhD would be an advantage.
  • MBA or Business Qualification will be an added advantage

Duties & Responsibilities

  • Develop and implement the NNR Strategy and Annual Performance Plans in liaison with, and under the direction of the Board of Directors.
  • Oversee Innovation and development of business excellence solutions.
  • Ensure compliance with applicable legislative requirements as prescribed in the National Nuclear Regulator Act, 47 of 1999, the PFMA and other relevant national pieces of legislation.
  • Develop, maintain, and ensure compliance assurance with International Nuclear Regulatory Standards to assure nuclear safety.
  • Carry out all other organisational activities as may be delegated by the Board of Directors from time to time
  • Oversee the development, review, and management of the NNR budget in line with the strategic goals and objectives of the NNR.
  • Maintain a robust system of internal controls in line with the PFMA and Treasury Regulations.
  • Ensure effective and efficient management of human capital as well as a high performance culture.
  • Ensure that the NNR organisational structure is designed and implemented to meet the strategic objectives of the NNR.
  • Provide administrative and strategic support to the Board of Directors and its Committees.
  • Ensure long-term financial sustainability of the NNR
  • Monitor and manage performance of the NNR to ensure achievement of strategic goals and objectives
  • Be accountable to the Board of Directors for organisational performance
  • Set up and maintain internal and external communication processes, and ensure that there is continuous professional liaison with all relevant stakeholders, including but not limited to the International Atomic Energy Agency (IAEA), Parliamentary Portfolio Committee on Mineral Resources and Energy, Minister of Mineral Resources and Energy, and Civil Society.

Experience & Competencies
 
  • 10 years operational experience in a nuclear or engineering environment
  • 7 years in an executive management position
  • Comprehensive knowledge of the PFMA, Treasury Regulations, and applicable statutory requirements for State Owned Enterprises
  • Understanding of the National Nuclear Regulator Act, 47 of 1999
  • Knowledge and experience of Corporate Governance
  • Exceptional Communication skills, both verbal and written
  • Excellent analytical and Organizational skills
  • Strategic planning skills
  • Negotiation skills
  • Interpersonal and conflict management skills
  • Ability to network at a national and international level
 
Our remuneration package is highly competitive and is based on a cost to company model. Appointments will be subject to vetting and a positive security clearance being obtained.
